Premade blogs are great for those just beginning or needing a simple blog; however some need a more specific set up or possibly even want to design their own blog. It may be that they need a specific design or background that matches the theme or logo of their business. The major deciding factor when deciding whether to use a premade blog or design one from scratch is simply experience and desire. If more features or items are needed one can speak with the hosting company or find a new one. There are also blog web builders that will create a custom blog depicting any style, format or features that an individual needs. Cost of course could be a factor, however if it is in the budget and a person wants a custom blog, it is available to them.
